To unlock this achievement you need to get arrested. This is pretty straight forward as you just need to have a prohibited item when you pass through the metal detector. The first time I did this they grant you a pass. The first time I did it I had stolen a Screwdriver from Peter Dong's desk. The second time I paid 350 authority to the courier to be able to trade with him and then paid 999 gold for Foreign Currency.
Once you have the Foreign Currency and go through the metal detector you will be given three dialogue options from the guard:
- Pay 1000 gold
- Use your Authority 1500
- Refuse to pay
Refuse to pay will get you arrested and unlock the achievement. A note of caution is that you will lose the game and have to restart at the last save point, so make sure you save prior to purchasing the Foreign Currency.

There are many ways to achieve this. Simply don't pay any of your bills when they are due, then you will be arrested. Alternatively, you could steal any item from a colleague's desk, go through the security checkpoint and refuse to pay the fine/bribe. Insulting, failing, or threatening your bosses along the way in this game also often results in your arrest.
