To unlock this achievement you will need to accept the mission The New Tomorrow from a stranger that will arrive at your apartment on night four or five. He will recognize your efforts against the Ministry and see if you want to help out. He will then let you know they plan to blow up a wing of the Ministry and that you will have to give an envelope with a microchip and message to the courier. I accepted the mission then, not sure if you decline if it is still an option.

Now that you've talked to the stranger and accepted the mission you will go into wok and speak with Nicholas Page, the courier, who is right outside of your cubicle. A new dialogue option will be available to you "Give him the microchip and tell him the code to the freight in the cart" He will then respond asking where the freight should be delivered to. You will need to respond with "The sky is always blue over the statue of the Leader..." A couple more screens of dialogue and then a cut-scene of Nicholas Page blowing up a wing of the Ministry. Presto, achievement unlocked!
