This achievement is related to the "Blissful Sleep" DLC.
To obtain it you have to rent an apartment to Khan Von Mergeren and buy at least three of his special potions that you can obtain talking with him about "Different remedies". Once you have bought three of these potions, talk with him and ask about what he needs, he will sell you the potion to talk with the cat for 1000$. You will drink the potion automatically and once the animation ends, look for the cat and click on "talk" to get the achievements.

Make sure you dont ask him what he needs until AFTER you've bought 3 different options. I had initially asked him when I first talked to him, and that option then never appeared for me again
