This achievement is hard, but slightly misleading. The achievement states to run the hurdles in under 12.80 seconds, it doesn't state men or women.
I was going for the heptathlon achievement and did the hurdles in 12.78 seconds, to my surprise the achievement unlocked.
Just to confirm: The womens hurdles is one hurdle less and 10 metres less.

Agreeing with Dalimbak's solution it is much easier to achieve in the womens hurdles. Furthmore, like many achivements in this game i found it easier to obtain through the help of a friend. As i mauled the controller through pressing A and B i got my friend to lap LT at every jump meaning i did not have to concentrate on both aspects.

turn on your rapid fire buttons a nd b, wait for race to start, when race starts hold down A and B and just press LT, complete the race quicker than 12.80 SIMPLE BUT EFFECTIVE on winning, The achievement should pop hope this helps
