An easy place to get this is "Havoc Highway" on the "Primus Dominus" circuit because there is a bunch of jumps in this level.
I would recommend getting the homing ball of water (looks kinda like a blue tooth) then get ahead of a few people and camp before a big jump and as soon as someone passes you shoot it with A.
Another way is to use your EMP powerup (looks like a yellow diamond with circles around it) when your in the air.
