I got this achievement when I got 100% completion. You can see your completion when you load your save slot.
You can check your stats by going to "Extras" then "Records" and you can check how many karts you have unlocked by going to "Extras" then "Achievements"

To unlock different Karts you must beat different time trials. The following time trial levels will unlock different Karts:
Rust Bucket - Necrofriggen Valley
Vreedle Truck - Rubble Ramble
Plasma Tank - Tidal Tundra
Plumber Ship - Azmuth's Forge
Ship - Whirlpool Core
You can check your stats by going to "Extras" then "Records" and you can check how many karts you have unlocked by going to "Extras" then "Achievements"

not marking negative tell I figure this out but I did all grand prix *got 1st at the end but not first in all races* I one at least one race in every category in overral have finished over half the time trials and am stuck on 72% I only have the bumps and unstoppable left plus this for achievements so I am running outta ideas.
FOr my racer I used viglax as u said in either the heavy kart of kincelerator (only kart I unlocked)

so after that the only thing different I did was I played a time trial with each racer and each new kart and it seemed to unlock them so I dunno
