To get your Defensive Power drift by holding left trigger to charge the blue meter at the bottom middle of your screen. Once it's full press B when you are about to get hit by an attack or if you see a trap someone has set (like crystals or green goo) use your defense then run into it. Level hazards do NOT count towards this (falling debris or carnivorous plants) but all attacks and traps set by kart drivers count. You can find out how many blocks you have by going to "Extras" then "Achievements".
I recommend doing this on one of the last levels so you can get more blocks in a game and doing this the same time you work on your 100 bumps (Outta My Way!!!!! achievement) to save time (see my guide on it for more details).

I can add that it does not count to drive over the same trap more then once. :)

Wet Wasteland/Dimension Dementia was enabling 2-4+ per race ~4min... Tons of corners for drift power and bumps for.offensive power (just incase)
