The game doesn't tell you what tracks fall under the Basic category but a rule of thumb is that those are the smaller tracks with a lap time of around 30 seconds. I went with Blizzard Ridge which you can find under Beginner's Luck.
You have to win without using Power-Ups or your Special Ability. You can however use the Defend ability with B which is powered by drifting. Shouldn't be that hard, just make sure you drift-boost on every corner and drive over the boost pads.

+ from me. Just like to add I found "Frozen Freeway" easier as it has a nice shortcut.
