Go into Showdown from the main menu and select Omni-Tag. Set the time to 1 minute and choose the Asteroid Arena.
You want to grab that green thing called the plumber's badge. What I did was to use the boost start which is pulled off by holding the RT button right after the announcer says 2 in the countdown. If done correctly you should have the plumber's badge. All you gotta do is drive through some gates, since the timer is set to a minute you only need to pass a few. If the opponent grabs the plumber's badge from you before you get like 6-8 points then you could try to shoot him but I found it easier to just restart.

After 4 goes i couldn't do it on Asteroid Arena. I found Crash Compactor was a better track, same method boost to the Tag then drive in a big circle, i found the AI wouldn't lead their shots and i very rarely got hit. Took me 11 games and 1 restart on this track.

I found Asteroid Arena easiest also. And I'll add that even if you don't get the speed boost right off the start, fire a shot immediately and most of the time, you will hit whoever grabs the "Omni-tag". Therefore giving you the tag. Then do what guide says above.
