How to unlock the Plumber Power achievement in Ben 10 Omniverse - Definitive Guide

This achievement will come as you upgrade Ben. As i was playing through the game this achievement unlocked without me actually clicking on any of Rook's upgrades. So just go through the game as usual and as you get upgrades Rooks upgrades will apply as you do yours.
