Once the tutorial is complete(which ends with your first Decibal Concert) there will be 1 of 3 missions chains to follow in Strudelbek City, Mt. Eisberg, and Grashugel Forest. Follow the Strudelbek City mission chain and you will battle the City Power Spring at the end of it.
