No idea what the actual winning requirements are for this one because I lifted it about 1mm off the ground and got it.
In the workshop there are currently two vehicles if you search for "atlas"
I choose the flying one called "Atlas Challenge." It takes a second to get used to the flying, just take you time, and it will hover nicely, inch your way over the boulder. Then grab it. Start flying away with it. This vehicle also has an extender with the "y" button. Maybe my vehicle hit ten units high while beating the challenge and that's what triggers the win.

I couldn't lifted it so I use the rock with grass on the left side to roll the boulder on it which lifted a little to get the success.
