Revolving Monolith is Zone 43, found in Valfross.
Once you load the map, hit
and then 
to go to the Workshop. Press 
and search for a vehicle called Clockwork Achievement. Download and hit Open.
First, you will want to light up the two pillars with wood on top with the
button. Then, you need to line up all three emblems in the middle in line with the triangle on the ground.
To move the top row, use the
button to extend your vehicle. To move the middle row, use the 
button. For the bottom row, use the button. Use the 
and to spin your wheels in order to move the pieces.
