You need to ring all 3 bells on Zone 36 "The Awakening Bells".
It appears this achievement can be gotten AFTER you successfully ring the bells 'at the same time' for level completion. Easiest way for me was to utilize Pistons and just hit them over and over. I couldn't get any kind of cannon or explosion to get the bells to ring, but your mileage may vary.
I uploaded a design called "Ring the Bells" which if you line up and just mash the Y button while holding RT, you should unlock it eventually.

I had to do this one a couple of times before it popped. I don't know why.

I made a flying vehicle with three arms that I could detach, at the end of the three arms I had a grabber so once the arm latched onto a bell I could detach that arm. Did this for all 3 bells.
On each arm I also had a cannon set at max power, pointed straight ahead right behind the grabber.
Once all arms were attached to a different bell I backed away and fired the cannons at same time and that did it.

EASIEST METHOD
Step 1: download ‘surprise’ from the workshop
Step 2: go to zone 36 The Awakening Bells
Step 3: load ‘surprise’ , drive over until you are flush against the bells
Step 4: Hit LB RB and B at the same time. It should instant finish the level and give you the achievement without the hassle of having to actually try to ring it. The explosion rings them all almost everytime first try
Credit for ‘surprise’ goes to the maker of the vehicle
