Enter the vehicle selection by pressing the D-pad down on your controller. Then press the RB button to find vehicles created by other players and look for another player's vehicle called "Scouts of Tolbrynd". This vehicle does not have firearms that affect the achievement and it is somewhat complicated to use but with practice it will become easy to use.

The 'Scouts of Tolbrynd' vehicle is an unstable piece of junk. The 'Elicoptero' worked better for me but you can slap together an aircraft in moments with hot air balloons, a flying block, and a wing panel tail on a hinge that's fully maneuverable in all directions and gets the job down in one attempt.

To get this I used the vehicle in the workshop named "Scouts of TrolBryndt Easy Win". However, I had to remove the 4 crossbows on the vehicle to get it to pop. It appears to check if the weapons are on the vehicle whether they are used or not. The controls for it are under info, but for ease R to ascend, T to descend, arrow keys to move.
And to note it here. You may have to start the game without internet and then reconnect while it's open to get achievements to unlock. I had to for this one.

Thank you very much. Your advice to turn off the Internet before starting the game helped a lot. Before your advice, I was soaring for a very long time and did not understand what was wrong. I do everything according to the instructions and the achievement is not knocked out. Once again, thank you very much.

yep that was it. I had to take the crossbows off. Even thought I wasn't using them, the achievement still wouldn't pop. After taking them off, it pooped.

This is the 18th level. The 3rd level in the 2nd Campaign section, is called Tolbrynd.
The other guide isn't wrong but just wanted to suggest you can search the workshop for a "bomber." And just use one to fly right into the ballons.
I found 3 bombers that I liked and used them to beat about 30% of the stages. Some carry 3 bombs, some carry 15, others carry 30. I used a fast light 3 bomb bomber, easy to fly, and just flew straight into the ballons you need to kill, didn't even use my bombs, but you can. (I really like "Airship Bomber" and Precision Bomber" for when you need more firepower on the some of the latter levels)
(also the bombs can be deleted and you have a flying crane too which will come in handy for a couple of missions)

You can pretty much use anything. Your guide got me thinking. You can just use a balloon with a grabber on it and upon contact it pops the balloons.
