There is a total of 23 characters throughout the open world that you must discover in order to unlock this achievement.
Once at the location of a character, a cutscene will play introducing the character. Once discovered, the character's icon will appear on the map (with the exception of Pebble and Chubsa).
Below are the locations of all 23 characters:
* Moog: You must use the “Mekton” to reach this character. The Mekton is obtained in an early story mission.
* Boom: You must use the “Mekton” to reach this character. The Mekton is obtained in an early story mission.
* Gulp: You must use the “Googlide” to reach this character. The Googlide is obtained in a story mission.
* Lobo and Sol: The Heatzone Suit is required to reach these characters. This suit can be acquired by completing the side mission “The Heat Zone Pingdish” which you will receive the first time you enter Kluppy Dunes (heatzone area).
* Sol: You must complete all of Lobo’s side quests in order to unlock the “Gullblimb”, which you can then use to fly to where Sol is located.

I'm at 91% on trackee but I found them all.

I thought I had found them all but was stuck at 93%. I started revisiting all of them and got the achievement after I fast travelled to "Boom". I never actually got close enough to trigger the cutscene after getting the waypoint the first time.

There are more than 16 characters to meet in the game, when you encounter one of these characters a small cutscene will play. Each character will give you a set of side quests to complete, these are not mandatory for the achievement, but I would recommend completing them for good loot and other achievements.

A few are likely counted as Main Characters though. The 16 that the trophy wants are likely the ones that give a Side Quest in the Journal, but you should talk to all 23 to be safe. The best way to go about this is to play through the story until you defeated the 4th World Eater, then you can still go around the open world to reach all Characters.
During the story you are directed to many side characters automatically.

You need to visit 23 NPCs, and as I understand it, you don’t even have to talk to them, since I approached the last one and the trophy fell out, and I didn’t even talk to him.
