This is a story-based achievement in the "Minerva's Den" sidestory (originally a DLC, but included in this edition) You'll get it after finishing the first level. Take the elevator to the second level and it should unlock.
Make sure you have completed everything before taking the elevator. You'll want 5 Vacuum Bots and all little sisters.
