First you need telekinesis.
The easiest way to do this is to find a cannon turret and wait for it to launch a missile at you. Use your telekinesis to grab the missile and launch it back at the turret. They pause after each shot, but be quick about throwing it back because if you are not fast enough the missile could explode in your face.
You could also do this with Houdini's with fireballs, splicers with grenade's, or big daddies with their projectiles. These targets move so that's why I suggest using a cannon turret since it is stationary.
