What you need to do is hack one (or more) of each of these machines:
Locks
Cameras
Turrets
Security Bots
Health Stations
El Ammo Bandito Vending Machines
Circus of Value Vending Machines
Use the hacking tool gun for the Turrets and Cameras. You will need to for the cameras but for the turrets it is simply easier as they will generally attack you once you get near to them.

You have to hack:
* Circus of Value
* Door Locks
* El Ammo Bandito
* First Aid stations
* Safes
* Security Bots
* Security Cameras
* Security Turrets
When you hack the last one the achievement will unlock.
You can either approach the machine and hack it or use the hack tool - the latter will count towards the 'Master Hacker' achievement but be aware you might run out of (sometimes much needed) hack tool ammo.
