This is a story related achievement and can be gained at any difficulty.
You will find that the enemies here (apart from the ones on the ground floor) are dormant until you are spotted by the human alarm looking thing so the easiest way to get through the level, especially at the higher difficulties, is to stealth your way up to the top.
After you find Elizabeth and need to rescue her they find you and the safest bet is to pretty much run while using the return to sender vigor as a shield as you run over to hit the levers. Once you hit the second one and get down to Elizabeth the cutscene starts and they all despawn.

I want to say the heads up that you can run through just hitting levers was enormously helpful. I kept hitting a game-breaking freezing bug during the battle, but this tactic let me get through super fast and the next level properly loaded after literally 20 failed attempts before. Thank you!!

Somehow, just like real life, I can't complete Higher Learning despite doing everything right.
Seriously, I finished it on Hard and 1999 with no pop. Going to run in again on Easy and see what happens.
