In order to gain a noisemaker, you need to hit the blue pins when picking a lock.
The first few locks you encounter will only have red and white pins, but the story will eventually lead you to a lock with all blue pins. This will get you your first noisemaker -- simply pick 4 more locks by hitting their blue pins and the achievement will pop.

It should be noted, it won't count if you currently have full ammo (6 bolts) of Noisemaker Ammo.

The Reload Checkpoint method also works on this DLC. so keep that in mind when farming for certain achievements.
