Simple enough description and some areas offer better opportunities than others. The first area after the raffle incident is good because of the weaker enemies. Also keep in mind that this is cumulative over all playthrough's. I played hard first and missed it by one, then started 1999 mode and got it after possessing the first turret you meet in the raffle area.
