The rope-a-dope is done by pushing, then pulling (hold LT) and pushing again. If it doesn't work trying doing it over a gap, I used two barges floating next to one another, pushed the enemy back into the cabin of his ship, pulled him over to me and then pushed him overboard.

Pushing an enemy and pushing then again doesn’t work I did it like 14 times. But Zarda1’s solution of pushing pulling and pushing again unlocked it the first time for me

The way I got this is: I knocked an enemy off the ledge with Undertow, while he was falling, I simply hit him again with Undertow..then the achievement popped!!
