The easiest method to quickly get these done is to weaken the enemy (IFF you are playing on 1999 mode) and then use electricity followed by undertow. If you do this combo quick enough, the enemy will die from the electricity while in mid air from the undertow.
You aquire Undertow before you go to FInk's Private Port. It's on the floor before you exit.
Have electricity on, with undertow as your second then -
rinse and repeat

Great strategy! I didn't even need to weaken the enemies I just went up to the highest point in the fight as soon as you get Undertow and zapped and threw them off as they jump off the sky-rail!

The best way I've found to do this is use Undertow to hit enemies against a wall then quickly shoot an RPG at them. Simple as that.

One option is to do the following:
In between the Salty Oyster Bar and Founder's Books (right before the "Emporia" level), there are two Tesla coils you can ask Elizabeth to summon.
If you use the vigor Undertow to knock the weaker enemies or weakened enemies towards or into the Tesla coils they will be shocked on their way down and you will make progress towards this achievement.
Can easily be done just in this area, in one or more visits/checkpoints.

You can easily use this on Hangar Deck.
Use Bucking Bronco and then Undertow.
Then you must be fast enough to kill the enemy (Weak him or use the Carbine for this)

In the level monument tower there is a guard that shoots at while you grapple you simply jump down melee him off and as he’s falling shoot him then restart from checkpoint will take 2 minutes
This can also be paired with bolt from the blue as if you get back on the grapple you come to the end and a guard walks underneath you and you can easily shoot him in the head
This can be paired with ON THE FLY as you just need to kill the guards restart from checkpoint
Rinse and repeat
This can also be paired with AERIAL ASSASSIN just jump on the guards while gliding
This can also be paired with bolt from the blue as if you get back on the grapple you come to the end and a guard walks underneath you and you can easily shoot him in the head
