If you missed this on the first play through load the chapter - Return to hall of heroes
there is a tear to bring in an ally in the sky on the right hand side, bring this in and watch as it will kill the people shooting at you,
To assist this i made sure all the enemies it was shooting at were already weak.

A good area I found to get this was at the last fight with Lady Comstocks ghost just before you enter Comstock House. There is a mosquito ally in the sky you can summon there and lady comstocks ghost will keep summoning more enemies so you shouldn't run out. I just sat at a good distance from the enemies behind cover with a carbine to weaken enemies so the mosquito could finish them off. If you run out of carbine ammo, Elizabeth will eventually give you more ammo. Note you can summon allies through a tear an infinite amount of times so just keep doing this til you get the achievement.
Depending your playstyle this may come naturally or you'll have to grind it out.
Some tears will have things like Patriots, turrets, or mosquitoes (turrets with balloons on them).
Simply open those tears and have them kill 20 enemies.
This doesn't have to be done with one tear (i think that's impossible anyway) and (to my knowledge) goes across all playthroughs.
