Here is my guide from my channel, Toslow Gaming. Load up the chapter, "Return to Heroes Plaza". Use a tear to pick up a sniper from the ammunition crate. Make you way to the Sky-Line (the one between Soldier's field and Heroes Hall). If you have it, Throttle Control Gear would be useful at this point. Slow down, and snipe off the heads of the enemies who are to your right. If you don't get five headshots, their are more policemen if you continue further into the Sky-Line. Make sure you put HD.

Load up the chapter "Return to Hall of Heroes Plaza". When you spawn to the left is a tear that Elizabeth can open for a sniper rifle. Grab the sniper rifle if you don't have one and sprint past all the enemies (I was playing on Normal, obviously this may be more difficult if you're on a higher difficulty) and go past where you can pull in the Mosquito for a tear. There will be two crates moving on a skyline. Hop on the skyline going towards the crates and you will stop moving when you hit the crate. Mow down the six enemies with headshots. Restart checkpoint if you're still missing some or need to combine with "On the Fly", or open up the Mosquito to combine with "Strange Bedfellows".

Found this easiest with a sniper rifle.
When on a Sky-Line, hold backwards on the left analog stick to slow yourself down, then zoom in on an enemy by clicking down on the right analog stick, aim for the head, and take your shot.
Repeat four more times to unlock!

I did this during the last battle - in fact I did many of the achieves on the last battle. The guys just keep coming, so it's a playground of shooting.

For this achievement I got to the point in the game the first time you ride the Sky-line, right after defeating the massive group of enemies in the Gateway.
*This is the section where you find the third Infusion in the game, in the small alcove with two enemies*
Ride it to the end and it will come to a stop, blocked by crates, and a single enemy will be standing with his back turned to you. Simply shoot him in the back of the head with the pistol once or twice and reload the checkpoint which will start you right before you hopped onto the Skyline. So it can be repeated and the achievement can be unlocked in a matter of about a minute or two.

The easiest method to get this is to use the sniper rifle and pick a place where the sky-line is blocked by crates, this will allow you to line up the shot, without worrying about having to hold backwards to slow down.
I did this outside the heros hall where several guys just stood outside the door far enough away not to be returning fire but easy enough to snipe.
Tip: When sniping if the enemy doesn't have a health bar above him your bullet wont hit him. You might need to use the holding backwards method to get the right angle to take the shot but you can just keep switching tracks (with B) to get your perfect position.

I got this on the Factory chapter, in the area with the clock tower. There's a sniper rifle on the right before you go up the stairs, and there are plenty of bad guys there to pick off.
It wasn't tough to put on the brakes to hit them, or to change direction if I passed them. The areas they stand on are far enough apart to gather your bearings before taking a shot.

I got this at the point where you have to destroy the zeppelin ... Factory Courtyard is the section I believe.

All I did was on the end fight stayed on the sky-line and shot everybody. Didn't have any special gear to do it. Best place about doing this, is you don't exactly run out of enemies so if you don't get a headshot on one of the enemies there are plenty others to kill.
