This is unlocked by progressing through the story and can not be missed.
Tips: In the corridor just before you reach him there is a health upgrade station, make sure to hack this. Steinman sometimes runs here to heal so if you hack it will poison him.
Lure him down into the water in the lower part of the surgery center and electric bolt him, then shoot at him, this will make this fight a lot shorter
OR,
If you decided to keep Incinerate!, there is an oil slick that is behind where he was standing to start, light this on fire to kill him faster, then when he goes to the water to put it out, keep shooting at him in the back to kill him quickly.
Hacking the security bot is also a major help.

Dr. Steinman is pretty much a cakewalk if you're on the easier difficulties but if it's getting too tough, here are some tips.
Bring a security bot with you. When you first enter the Surgery foyer, he sends one to kill you. You can Electo Bolt that one and hack it and bring it with you. It can help damage Steinman but more importantly it will be a distraction, allowing you to attack whatever way you want.
Use your Electro Bolt and Incinerate. You can electrocute him and give him a few good shotgun shots to the face while he is stunned or it's useful if he attempts to go to the lower level which is flooded. There is also oil that you can light on fire if you can get him coerced into standing in it.
Also you can either hack or destroy the aid station so he can't use it anymore.
