There is actually a Power To the People Machine in every room! So... the first upgrade is actually in the 1st room

There's a glitch that lets you earn every weapon upgrade achievement without even starting the campaign.

Load up the "Worlds of Hurt" challenge on Easy.

In the 2nd room you have to clear out, there will be one Big Daddy. Kill him really fast using whatever bullets you have/ your wrench. In the corner of that room is a weapon upgrade machine.
Walk up to it and MAKE A HARD SAVE BEFORE USING IT.

Step 1: Use it and choose the first pistol upgrade.

The Upgraded a Weapon achievement in BioShock Remastered worth 6 pointsAcquire at least one weapon upgrade.

Step 2: Accept the gift from the Little Sister and leave the room on the warp pad.
Step 3: Go into the "All Kinds of Big Daddies Room" (or whatever it's named it has a picture of a Big Daddy above the doorway)
Step 4: Go into the far left corner of the room (there's a rabid Big Daddy pounding on a vent in the far right corner)
Step 5: Use the weapon upgrade machine to buy the 2nd pistol upgrade

Step 6: Load up your save and repeat with the machine gun

Also you can use this to mop up any you missed during the campaign, I missed doing just one weapon so I only needed to do that, there's no need to go through the whole list and do ones you did during the campaign.

I just wanted this method posted for anyone who doesn't feel like collecting them again or if it didn't unlock when you were going for it for some reason or the other.

Can confirm this works but just wanted to correct a few things for clarity.

First the challenge room is called Worlds of Hurt. Second, the first Power To The People machine is in the first room you go into, which is directly behind where the Little Sister is being kept. The next room you need to go into has a Big Daddy helmet with lights coming out of it's "eyes", and it's called A Single Big Daddy.

Also you can use this to mop up any you missed during the campaign, I missed doing just one weapon so I only needed to do that, there's no need to go through the whole list and do ones you did during the campaign.

This still works. I had all done except crossbow. I went in did cross bow and got the achievement.

This works as of 1/14/2018. If the game didn't register an unlock during the campaign you just have to unlock the upgrades on the item and it will unlock the achievement. For some reason my shotgun upgrade bugged out, but once I collected both it registered my final full upgrade and unlocked the achievements.

Yep, each time you upgrade a weapon your tracker for the cheevo goes up, so when you do all weapons with this glitch, te counter goes up each time and then pop goes the cheevo

Not really needed as you should find enough during the single player game, but you can also save your game before getting a weapons 2nd upgrade, upgrade, and load your save and get a different weapon.

As long as you have had each weapon fully upgraded at one point in time, you will get the achievement.

There is a weapon upgrade station in each room of World of Hurt mission, so provided you have one or two weapons from the story you can play through the World of Hurt mission as normal and collect them all instead of reloading saves.

I had only one weapon not upgraded from the main story. I went into the Worlds of Hurt and upgraded it in the first and second rooms, achievement unlocked. So it seems to still work.

I just did this. April 2022. Did it on easy, and took like 10 mins.

1) I killed the splicer in the first room and didn't touch the weapon upgrade machine.
2) Killed the Big Daddy in the second room (by wrench and electric water)
3) Hard saved by the upgrade machine.
4) Used the upgrade for my first upgrade.
5) Went back to the first room and got my second upgrade. (Trophy pops)
6) Loaded my save.
7) Repeated steps 4, 5, & 6 with each weapon.

I can try this method but did anyone else have trouble with this not unlocking during their play through? I got the achievements for upgrading four weapons but the ones for upgrading five weapons and all weapons didn't unlock.

I just tried this and it worked, although the game may have been changed

There is no big daddy, there's a splicer (even easier!) with his back turned, a single headshot kills him.
But the weapon upgrade machine is closed.
Once you accept the gift from the little sister (right beside the weapon upgrade machine), this turn the weapons upgrade machine on.
Then the rest is like the solution

I only tested it out with one weapon, I'm saving the other cheevos as easy ones for GTASC

To fully upgrade all weapons, you need to access 12 Power to the People stations around Rapture, including the one in Cohen's room (May be unattainable if you kill Cohen after you finish his masterpiece, please comment if you can confirm either way).
