If you don't have this at the end of the game.
Once you become the Big Daddy you'll have to protect little sisters. Take three photos let her get knocked out and get a new one, rinse and repeat until you unlock it.
IMPORTANT NOTE
If you do this save BEFORE you get the first little sisterand go back if you're going for Little Sister Saviour as for some reason on this version of the game this technique buggers it up.

I'm stuck at 97% and can't take anymore pictures cus if maxed out the little sister research any fixes or do I just have to start a brand new game

For the research in this game you of course have to take pictures of enemies in order to receive bonuses. You are able to take 3 pictures before no more points can be received from one specific target. Therefore, you should take at least 3 pictures of every little sister you encounter once you get the camera in order to ensue that they are fully researched by the end of the game.

There are 5 levels to researching the Little Sister and once the 5th level is maxed out, the trophy will pop. You can take your time and photograph all of the Little Sisters in the game, getting good quality grades for each photo or do as I did and you can simply photograph each splicer enough times until the quality of the photos get too low and you can’t take photographs anymore and then move on to the next one.
To help you out in getting this a little faster, you can equip the Photographer’s Eye tonics which will increase the score of the photo. Photographer’s Eye you can find in the Farmer’s Market level in the Worley Winery cellar or you can buy it at a Gatherer’s Garden Station at Fort Frolic and onward. Photographer’s Eye 2 can be earned by getting to Research Level 2 with the Rosie Big Daddy.
Also if interested, here are the rewards for each level of research:
