How to unlock the Fully Researched Thug Splicer achievement in BioShock Remastered - Definitive Guide
Firstly, there are two tonics you'll want to make this easier.
Photographers Eye I - Located in Worley Winery's cellar in the Farmer's Market in a small shed, when you must gather the enzymes and water for the forest. Also can be bought at a Gathers Garden in Fort Frolic.

I've completed this research but the achievement still shows 0% as if I haven't taken a single picture of a Thuggish yet. Anyone else have this issue?

There are 5 levels to researching the Thuggish Splicer and once the 5th level is maxed out, the trophy will pop. You can take your time and photograph all of the splicers in the game, getting good quality grades for each photo or do as I did and you can simply photograph each splicer enough times until the quality of the photos get too low and you can’t take photographs anymore.
To help you out in getting this a little faster, you can equip the Photographer’s Eye tonics which will increase the score of the photo. Photographer’s Eye you can find in the Farmer’s Market level in the Worley Winery cellar or you can buy it at a Gatherer’s Garden Station at Fort Frolic and onward.

In some cases, the game also counts dead splicers. I was very surprised when I took a photo of some corpse and it was credited to me.

Photos of dead enemies do NOT count, the game writes that such a photo has a “too low rating”, so we only take portraits of living and healthy splicers.
