Don't forget you can save mid run as well...I thought you couldn't for some reason. Saves a lot of frustration if you make a save just before taking on the gun turrets. That way if you mess up and die or misplace the target dummy you can just reload rather than starting from scratch.
I made a 2nd save just before dealing with the big daddy as well as mine tended to run left to right more than focus on the target dummy. Don't forget when the big daddy is dead, the rocket turrets will still fire if you have a dummy up! So be careful when running to the little sister. Almost failed my run because of that.
TLDR: SAVE.

I just wanted to give a few tips for those who don't like watching videos.
The best way to do this level is time yourself in 3 stages. Make a save when you hit each stage , The beauty is that you can save and reload. So if you do half the level in a perfect run then mess up you can reload.
From the start run to the Target Dummy Tonic aim for 30-40 seconds. (4 CRATES COLLECTED)
Reach the Turrets by around 45-50 seconds
All turrets destroyed 1.00 - 1.10 (One barrage then onto the next)
Make a Save After destroying the last turret if your timer is past 1:30 just restart.
Run past turrets collect crate and cast target dummy as soon as you see the pressure plate Reach Winters Cast - 1:30-1:40
Make A save (Its a long way from Winters cast to the Brass tube)
Reach Brass Tube - 2:00-2-10
Run straight up to U-Invent Craft Auto Hack and Hack machine by 2:30 **Any later than 2:40 and its gonna be tough, Any quicker than 2:30 then you are on fire.
Make A save Best place to make a save. Provided you are within the above times
Use Target Dummy on Big Daddy Tip - The corpses on each end of the walkway act as markers where the daddy will run to.
To save around ten seconds keep him permanently frozen with Winters Blast.
