The player has fully researched the Leadhead Splicer.

How to unlock the Fully Researched Gun Splicer achievement in BioShock - Definitive Guide
Next to Thug Splicers, Leadhead Splicers are the most common enemy, and they always carry a gun (obviously).
To "research" just simply switch to your camera and take pictures of them.
As with other Splicers, try and get pictures of them mid-attack, or in a group, or fighting other enemies, for higher bonuses.
Equipping photo enhancing tonics will also help you net this faster.
Fill the research bar 5 times for the achievement (also each time you fill the research bar you will receive a damage bonus towards Gun Splicers).

I'm pretty sure you need to fill the research bar 5 times.

Continue taking pictures of Lead Splicers until you have maxed out the research. You should be able to do this by the end of Arcadia.
To fill the progress bar as fast as possible, take pictures of the Lead Splicers when they are fully in the frame, during an action shot, and when they are with other enemies.
You must fill the research bar FIVE times, with a bonus obtained each time you fill it. The bonuses for the Lead Splicer are as follows:
1. Increased damage +
2. Scrounger (physical tonic)
3. Increased damage ++
4. Static Discharge 2 (combat tonic)
5. Increased damage +++

I'm going to have to remember this on my next playthrough because Static Discharge helped ALOT against Rosie's, and most other enemies as well.

This achievement is highly missable!
You should be able to begin research on this Splicer in Neptune’s Bounty.
Refer to the “Research PhD” achievement for more information regarding research.
NOTE: Research progress will carry over on a New Game+ playthrough. If you could not complete all research during your first playthrough, you can continue from where you left off on a New Game+ playthrough.
