This is the 'Restore The Forest' Achievement, you get it while going through the story. Once making the solution Atlas tells you about, go to the Arcadia forest and install the solution, and hold off splicers until you recieve a message saying the forest has been restored and the achievement will come up.

Tip: Collect the rose and all the distilled waters and everything, then put it into the vent system, you will get it after doing that.
