Herbs are gained in two ways: you can get one as a reward during conversation rewards when exploring the maps as you travel by picking the right choices. Be sure to save in each new map area, try each choice and see what happens. Herb rewards are pretty uncommon however, it's usually experience or gold.
The other way to get herbs is during the exploration when you take control of your character. These can be hard to spot sometimes until you are right next to them and the white dot shows up to grab them. Other times, you can see them plainly in the area.
