As of 6/26/2019 the class "Shai" has been added to the game. The Shai starts with 31 Gathering and Alchemy, so upon connecting to the game as a Shai, you will unlock this achievement.

That's how I unlocked it. I made a Shai character and upon starting the game with her, both the achievement and the reward for reaching gathering lvl 31 unlocked.

For anyone interested in AFK Gathering to power level, buy empty bottles from Alchemist in Velia or Material Vendors as in Heidel and Valencia City.
Go to river, open inventory, click on bottle and go do something else. Your character will fill bottle after bottle until you are out of bottles or ENERGY.
**Make sure you have full Energy
*** Use gemstone in ur armor for extra Gathering XP like Dim Magical Crystal: Gathering Also can use Workers Elixers if u are going to sit and watch it bc they only last 5 minutes.
***Consider Gathering Outfits that raise XP. Not sure about this one, tbh, because the ones i saw give Gathering +X but not sure if that just raises ability or XP. Once u reach Pro1 u can wear the Gathering outfits that can be bought from Luxury vendor at Port but by then both achievements have popped, but there are others in markeplace. if anyone can comment on whether those help with XP, please do.

The gathering clothes can be used from any level, that being said a +2 outfit will give you +15% gathering exp, +2 gathering ability and +2 movement speed.
