This boss is located in Chapter 2 secret area, you must first complete the drunken boar quest line as well as the defeat "Tiger Vanguard" to gain access to the boss and secret area.

The boss appears after helping the pig with a hangover in Chapter 2. After completing the pig's quest, a hidden location with the boss will become available. By the way, after killing it, the artifact Wind Pill drops, which is very helpful in the battle with the final boss of Chapter 2.
