Play the game until you reach a point in the story where you are introduced to fishing. It's quite early in the Spring section of the game.
Then, look for water with rings, this marks the fishing spot. Press
then 
to start fishing, and again when you see your lure going down to catch a fish.
Repeat it in different places about 5 times and the achievement should unlock.

This one is not unlocking for me. I've got 13 fish in my inventory and fed at least the same amount to the maw next to the black cat at Babas hut. Any advice what is stopping this to pop other than a bug?

Not much as I had no issues with it. Do you get it from different places? Other guess would be an Xbox delay though if you get other achievements then that's unlikely.
