The Punisher Attack is unlocked as you progress, near the end of the Mining Facilities Level, when you are first shown a B-Wolfrium upgrade sphere. You press 
to jump, then 
while in the air to perform a ground pound. You need to use this attack to take down the shield from protected enemies, and the game literally tells you to do this. For trophy purposes, this will unlock the first time you perform the manoeuver, even if you don't connect with an enemy.
