At the end of floor 3 of the Maelstrom Military Base, when you finally reach the Communications Centre, you will need to interact with a control panel and this will prompt a cutscene where you are introduced to the ridiculously over voice acted General Venger. You will get a trophy out of this, but definitely will want to punch this wind bag.
