This is the fourth boss fight (the third doesn't carry an achievement) and is against the Skyguard commander. During this fight you'll be attacked by regular enemies as well so this fight marks a considerable spike in difficulty compared to previous fights.
At the start, rush up to him and attack him. When you see him start to swing his sword dash away and wait for him to stop, then charge him again. After doing enough damage he will float in the air. You'll need to get enough rage to use Massive Ignition and then use it near the boss. You can shoot the regular enemies with the rifle to gain enough rage to do so. After that, he will drop down and you can attack him normally, use your swords and cast Heavy Strike when you have enough rage. After taking enough damage he will go back to floating, repeat the pattern.
I've included a video for reference. It is from hard difficulty but normal is the same, he simply does less damage.
