It took 6 Times for me before he got annoyed.

You can do this at the begining of the game, when you leave the car for the first time just take out the phone and call to the pizza guy ( Donny ) several times until the achievement pops. Easy. Game on

The trophy can be obtained at the beginning of the game - as soon as you get out of the car, hold down RB, select a phone, select a pizzeria in contacts and call there several times (like 6 times is enough) until the delivery man sends you, then the trophy will appear.
