The portable generators are on the backs of the yellow-and-black shield guys in the last couple of areas of the game:
Let them shoot twice, then jump behind them and hit their back with your basic chakram (the one you use to teleport). They'll flinch like they're being electrocuted if you've done it right.
You can get several on the same enemy if you don't kill them.
