For this Achievement you are required to complete a Round in 20 seconds. You might accidently get this while attempting your Arcade Runs, but if you want to get this out of the way, we'll need to head into Versus.
If you have a Controller Adaptor so that you can use your Xbox 360 Controller on your PC, this will be extremely easy. On the Title Screen, make sure you are logged in (Your name should appear in the corner) and press Start on your Controller; start a Versus game with your Controller as Player 1 (Left) and your Keyboard as Player 2 (Right).
If you do not have a Controller Adapter, then press Windows Key + I and choose Settings, then Game Settings, and change the Versus Difficulty to Beginner.
Regardless of what condition you are in, pick Tager as your Character, with Carl as your Opponent. If you are using a Controller, pressing up on the Right Analogue Stick will cause Tager to grab the Opponent and throw them in the air, dealing a huge amount of damage. On a Keyboard, you are not able to do this move as easily, so I would recommend using 'Right + K' to trap your Opponent in the Corner and get an easy win.
As long as you have more than 70 seconds left on your Clock, you should unlock this Achievement. If you think that you are definitely winning in the correct time and still not unlocking the Achievement; head back to the Title Screen and press Start again on your controller, or Enter on your keyboard depending on what input you are playing with.
