This can be done in any versus game mode (not including the story for some reason). I recommend using a second controller and playing versus mode. Pick any characters. To do a throw you must press 
and 
at the same time. A throw break is done by clicking the same buttons on the controller that is being thrown. Repeat this 9 more times and you'll get the achievement.
