From the hub click the cn_Y button. In the offline tab enter Tactics Mode. Tab over to Practical Application and start with the first option Active Partner Skills. Follow the onscreen prompts and continually complete the lessons one by one and when they are all complete the achievement will unlock. All of the Practical Application lessons are relatively straightforward so you shouldn't have much trouble.
To proceed between stages of the lesson you must click in FN2 ->
