This side questline is given by a guy named Dioto in Tristezza. It appeared for me after I met Count Rozzo for the first time during the story (after the scene where he slaps some fools). As for the questline itself, you talk to Dioto, then Ozkar Rosso inside the castle, then Dioto again. Then you go into the castle and watch the conversation at the quest marker. Talk to Dioto again to finish it.
