You have to be level 20 minimum to PVP and earn victory tokens in Red Basin. The victory tokens can be spent at the PVP faction vendors in Sperios. Level 28+ opens up 3v3 where you can earn victory tokens, but won't earn any PVP faction.
The "easy" way to do this is to buy the Court ring and Exile ring from the vendor. Each one cost 1000 tokens. The items are flagged so you can't destroy them or store them, so I would recommend waiting until you have the 10,000 points to spend then just repeat the quest to join and leave the Court of Ravens union 5 times so you use up the rings. There is a one hour cool down to rejoin the union after you leave as well.
If you don't want to do this with the rings, then you need a minimum of friendly with either Red Basin faction to buy anything else. The reputation gain is painfully slow and combine that with the fact that queues can take 30 minutes+ if you're not on at a busy time, the rings are your fastest way to knock out this achievement.

Queue’s are long. But Red Basin is a blast. I’d def recommend doing this at the 20-27 range because I can only imagine how bloody the 28+ is with all the stacked players and diehard pvpers.
You need to spend 10k Tokens. At the Level 20-27, you get 500 tokens a win or 100 tokens a lose. So that means you need to win 20x or 100x with losing or anywhere in between the 20-100 rounds of PvP 🤣
Rep is SLOW. 1500 for Friendly status at +25 rep at a win or +10 a lose. 🤮 staggering. This is also at the 20-27 level tho. And again the queues are awful, even during prime time. So get this one while you can because getting 30 people for a match takes a minute. Or an hour. Or multiple hours 🤣
