This boss is found in Kannus Mountains. I put a red circle on him.
Amusingly you get the quest to kill him while doing the story in the region, even though it will be quite some time before you could actually do relevant damage to him. He is level 40 and I think the quest said his gear score was 1050 or 1100, which means you'll need a gear score of 1000-1050 to even do relevant damage to him, and you won't be near that when you first reach Kannus Mountains. What usually happens is the channel will bum rush with him an incredible amount of low level players, which will make his HP in the millions, and it will take 30 minutes or more for him to die. You will likely see people calling it out in chat. So wait until you see people post about it in chat, then go there and help out. Of course, you could also simply wait until you have the relevant gear score and kill him then.
