I have reached level 7 but this has still not unlocked, is there something additional I should be doing other than just reach Level 6? Or is this now bugged?

Finally figured this one out. It actually pops at Level 9 not Level 6 as per your "solution".... When you hit level 6 the completion tracker goes to 50%, and hits 100% once you unlock your 2nd Combo skill at Level 9. (This is based upon Mage, I have not tried any other classes.)
