There is an easier way to do this. Only you need gold and star seed.
At lvl 5 estate you can hire 5 worker. At lvl 4 you can hire 4 and so on....
Hire and dismiss them. (Select - Laborpool - Worker - dismiss)
Press on the sign at tavern to refresh workers for 2500 star seed and again you have some workers. Rinse and repeat. You can do this 5 times in a day, its just a couple of days to do that in this way.

Once you unlock the estate you can hire workers. Simply hire 100 workers.
Where to hire:
In your tavern in your estate. Here, 2-4 workers will show up every day. I simply hired from here indiscriminately until I had 100.
In taverns and by Soul Pyres in the open world. Here you can find various workers that stay only a short while. Sometimes you can find very valuable workers here as well.
If you really want to boost this, you could roam the world and check every Tavern and Soul Pyre until you have 100 workers. I simply did it slowly while checking my estate every day, took about 6 weeks.
